Last Wednesday (Nov\/03), D\u00e9lcio Rodrigues, head of Instituto Clima Info, gave an overview of the environmental discussions and a short assessment of Brazil’s participation at COP26 (Glasgow, Scotland).<\/span><\/p>\n According to Rodrigues, two important points to be debated during the week of negotiations are the effective reduction of carbon emissions, and climate finance.<\/span><\/p>\n Rodrigues argues that the countries polluting the most must commit much more strongly when it comes to reducing greenhouse gases. “We need to reduce 50% of the emissions by 2030 and drop it to 0 by 2050 to have the chance of having global heating limited to 1.5C (34,7F)”.<\/span><\/p>\n He also mentioned the financial issue. \u201cThere are poor countries with no resources to adapt, with no resources to afford technology for this new moment. A low carbon economy must be financed\u201d.<\/span><\/p>\n Moreover, Rodrigues pointed out the commitments Brazil made during the Conference. \u201cWith the anti-environmental policy, he [Brazil\u2019s Bolsonaro] will not be able to show the strength or capacity to accomplish such reductions\u201d, he emphasized. Also, according to Rodrigues, agreements are being signed as pure formality. “It seems like the country is wildly after credibility, and this must have to do with pressure from the agribusiness export sector.”<\/span><\/p>\n He also named livestock as a mighty problem in Brazil. \u201cIf one wants to cut Brazilian methane emissions by half, one has got to kill half the country\u2019s cattle herd\u201d, said Rodrigues.<\/span><\/p>\n As for the participation of Brazilian governors, he evaluated it as positive and fundamental. \u201cThe Interstate Legal Amazon Consortium is negotiating a package of measures for the states to work on environmental preservation. It is a kind of interstate Amazon fund, not from the Federal Government but from the states, which was interrupted by Salles [referring to Ricardo Salles, who was Brazil\u2019s environment minister]\u201d.
